Where to dive in Cebu

Cebu has three diving hubs and half a dozen quieter corners. Moalboal on the south-west coast has the sardine run and turtles off the beach plus Pescador Island; Malapascua in the far north has thresher sharks (now at Kimud Shoal) and Gato Island; Mactan, beside the airport, has walls, wrecks and sanctuaries within an hour of landing. Oslob adds whale sharks, Sumilon the country's first marine sanctuary, and Camotes, Capitancillo and Bantayan quieter reefs.

Marine sanctuary fees

Rules and fees, by area

There is no province-wide fee: each town or sanctuary sets its own, usually collected in cash on the day or through your dive operator. We print an amount only where an official or news source states it, with that source's date.

  • Moalboal: Moalboal Ordinance 165 (2021)

Regulates snorkelling and island hopping at Pescador Island, the marine protected areas and the coast, and sets an environmental user fee. Touching marine life is one of 13 listed violations, fined ₱2,500. Published fee amounts disagree, so we print none: divers pay a marine-park fee through their dive operator, and snorkellers at a booth on the beach.

  • Moalboal: Pescador Island marine park

Declared a marine park and fish sanctuary by the Moalboal council in 1990.

  • Badian & Alegria: Tañon Strait Protected Seascape

The strait between Cebu and Negros is a national protected seascape, and Zaragosa’s sanctuary sits inside it.

  • Badian & Alegria: Colase (Samboan)

Published fees conflict (a 2016 list versus "no entrance fee" in 2024), so check locally.

    Source: sugbo.ph, 14 May 2024
  • Malapascua: Shark and ray sanctuary

Daanbantayan Executive Order 16 (2015) made Monad Shoal and Gato Island a shark and ray sanctuary, banning the catching and trade of all sharks and rays there.

  • Malapascua: Kimud Shoal (Tabango, Leyte)

Declared a marine protected area by Tabango, Leyte on 6 February 2026. Open Water divers are reported to need a buoyancy workshop before the dive, and flash photography is not allowed.

    Source: mnlmag.com, 3 Sep 2026
  • Capitancillo: Bogo City day-trip rates

Day use ₱50 per head, diving ₱150, round-trip boat ₱5,000 per group of up to 15 (as published by a Cebu travel site in March 2025; confirm with Bogo tourism).

    Source: sugbo.ph, 27 Mar 2025
  • Mactan & Olango: Lapu-Lapu City Ordinance 16-132-2023

A ₱100 environmental fee per day for scuba diving, freediving, island hopping and other water sports in city waters, collected since 1 May 2024 at Angasil, Maribago, Punta Engaño and Marigondon ports. City residents and Filipino children 12 and under are exempt; shoreline swimming and snorkelling are exempt.

    Source: sunstar.com.ph, 30 Dec 2023
  • Mactan & Olango: 2025 amendment

Cut to ₱20 for local tourists island hopping with accredited Lapu-Lapu boatmen; ₱100 for foreign visitors unchanged.

    Source: sunstar.com.ph, 2 Aug 2025
  • Oslob & Sumilon: Oslob whale-shark interaction

Run by the Oslob local government at Tan-awan, mornings only. Scuba divers get a longer slot than snorkellers, and the rules include no touching, keeping 4 m from head and tail, no flash and not diving beneath the sharks. Fees are paid on the day; see our Oslob guide for the timing.

    Source: oslobwhalesharks.com, 14 Mar 2025
  • Oslob & Sumilon: Sumilon Island marine sanctuary

Sumilon’s 2026-2030 management plan lists a ₱100 marine or entrance fee, ₱500 for snorkelling, and ₱1,000 (local) or ₱1,500 (foreign) for scuba diving.

Safety

Certification, depth limits and the chamber

  • Proof of certification

Philippine dive rules ask scuba divers to show a certification card or logbook; without one you can dive only after passing an evaluation dive.

  • 40 m limit

The same rules cap recreational (sport) scuba at 40 m.

  • Licensed dive shops

Every scuba diving establishment must be licensed by the Philippine Commission on Sports Scuba Diving (PCSSD).

  • Recompression chamber

Cebu’s chamber is the PCSSD Hyperbaric Chamber Facility at the TIEZA building in Mandaue City, 3-4 hours by road from Moalboal and about 4 from Malapascua. A second chamber for Daanbantayan has been announced; we have not confirmed it is operating.

FAQ

Diving in Cebu: questions divers ask

Where is the best diving in Cebu?

It depends what you want to see. For the sardine run and turtles from the shore, Moalboal. For thresher sharks, Malapascua (the sharks now visit Kimud Shoal, about an hour by boat). For diving close to the airport, with walls, a plane wreck and marine sanctuaries, Mactan and the Olango islands. For whale sharks, Oslob, with Sumilon Island next door.

When is the best time to dive in Cebu?

Cebu is dived all year. November to May is the calmer, drier half; March to May usually brings the best visibility. June to October is the wetter south-west monsoon, when Moalboal and the Mactan Channel stay diveable because the island shelters them. Water is warm all year: about 27°C in February and 30°C in June.

Do I need a certification to dive in Cebu?

To dive unaccompanied by an instructor, yes: Philippine dive rules ask for a certification card or logbook, or an evaluation dive. Without a card you can do a guided try-dive (PADI Discover Scuba Diving, from age 10, to 12 m) or learn on an Open Water course, which takes as little as 2-4 days.

How do I get to the dive areas from Mactan airport?

Mactan resorts are 15-30 minutes from the airport. Moalboal is about 100 km and 3-3.5 hours by road; Oslob about 125 km and 3.5-4 hours; Malapascua is a 4.5-5 hour drive to Maya port and a 30-minute boat. Cebu.travel quotes a fixed price for a private car or van that fits your dive gear.

How long should I wait to fly after diving in Cebu?

Divers Alert Network guidance is at least 12 hours after a single no-decompression dive and at least 18 hours after repeated dives or several days of diving. In practice, make your last dive the day before your flight; a snorkel on the last morning is fine.

Where is the recompression chamber in Cebu?

The PCSSD Hyperbaric Chamber Facility at the TIEZA building in Mandaue City, between Cebu City and Mactan. It is 3-4 hours by road from Moalboal and about 4 hours from Malapascua.
