Diving Moalboal & Pescador Island

Moalboal is Cebu’s easiest big-name dive area: a resident sardine baitball and green turtles on the Panagsama house reef, reachable from the beach, plus Pescador Island, a marine park 10 to 15 minutes offshore by banca with walls to 40 m and an open-topped cave called the Cathedral. More than 20 named sites run along the coast from Saavedra in the north to Tongo Point in the south. It is about 90 km and 2.5 to 3 hours by car from Cebu City.

Most Moalboal diving is wall diving on short boat rides of a few minutes: the reef drops away close to shore all along Panagsama, so even the house reef reaches well past recreational depth. The sardines have been resident most of the time for about fifteen years, with gaps (roughly 17 months around 2012 to 2013, and several weeks in August 2023).

Typhoon Odette (December 2021) scoured the shallows above about 10 m, and regrowth there was still slow when checked in September 2025. The deeper walls came through better.

Local rules and fees

  • Moalboal Ordinance 165 (2021)

Regulates snorkelling and island hopping at Pescador Island, the marine protected areas and the coast, and sets an environmental user fee. Touching marine life is one of 13 listed violations, fined ₱2,500. Published fee amounts disagree, so we print none: divers pay a marine-park fee through their dive operator, and snorkellers at a booth on the beach.

  • Pescador Island marine park

Declared a marine park and fish sanctuary by the Moalboal council in 1990.

  • Sardine protection

Moalboal set a closed season for sardine fishing and a 3.2 ha sardine protected area in 2015.

FAQ

Diving Moalboal: questions

Do you need a boat to dive the Moalboal sardine run?

No. The baitball sits just off the Panagsama Beach drop-off, so divers and snorkellers reach it from the shore. Boats are for Pescador Island and the sites further along the coast.

Are the sardines always there?

Most of the time, for about fifteen years now, but not guaranteed: the school left for roughly 17 months around 2012 to 2013 and for several weeks in August 2023. Mass sardine beachings in September and November 2024 were read by the fisheries bureau (BFAR-7) as a sign of a recovering population, not a threat.

Is Moalboal good for beginners?

Yes. The house reefs have little current and shore entries, and several boat sites (Tongo Point, Talisay Point, Tuble) suit new divers on their upper sections. Pescador and Sunken Island ask for more: Pescador can run a current, and Sunken Island is a deep pinnacle for experienced divers.
