It sits on Cebu’s south-west coast, about 90 km from Cebu City, and the sardine run is one of the most reliable natural spectacles in the Philippines - you snorkel it straight from shore, no boat needed, and green sea turtles graze the same shallows almost every day.
Most travellers come for a day trip or an overnight, pairing the sardines and turtles with a Pescador Island boat tour and, often, Kawasan Falls canyoneering an hour further south.
By private car the drive is roughly 2.5-3 hours from the city - longer by public bus, which stops frequently along the way - and your driver waits while you swim, so the day runs on your clock, not a timetable.

V-hire vans run the same route with fewer stops than the bus but fixed seats and luggage limits.
What to expect
The sardine run
A permanent, free-to-snorkel baitball off Panagsama Beach - no boat required. Best light is usually mid-morning.
Sea turtles
Green turtles graze the seagrass beds in the same stretch of shallow water, often within fin’s reach.
Pescador Island
A short banca ride out to a marine sanctuary with walls, the “sardine cathedral”, and frequent turtle and thresher sightings for divers.
White Beach (Basdaku)
A separate, sandy swimming beach a few kilometres north of Panagsama, good for families and sunsets. There’s a small gate fee - ₱10/person, ₱20 motorbike, ₱30 small vehicle, ₱50 large vehicle - which covers parking on site.
Best time to visit
Year-round for the sardines; the driest, calmest months are roughly February to May.
