Moalboal & the sardine run
The first time you put your mask under at Panagsama Beach and a wall of a million sardines bends around you, you understand why we never get tired of driving people to Moalboal.
It sits on Cebu’s south-west coast, about 90 km from Cebu City, and the sardine run is one of the most reliable natural spectacles in the Philippines - you snorkel it straight from shore, no boat and no guided tour needed, and green sea turtles graze the same shallows almost every day. Moalboal charges a small municipal environmental user fee for snorkelling in its waters, collected locally in cash.
Most travellers come for a day trip or an overnight, pairing the sardines and turtles with a Pescador Island boat tour and, often, Kawasan Falls canyoneering an hour further south.
By private car the drive is roughly 2.5-3 hours from the city - longer by public bus, which stops frequently along the way - and your driver waits while you swim, so the day runs on your clock, not a timetable.

Board a Ceres Liner bus marked “Bato via Barili” at the Cebu South Bus Terminal on Natalio Bacalso Avenue - not “Bato via Oslob”, which goes the other way around the island.

V-hire vans run the same route with fewer stops than the bus but fixed seats and luggage limits.
What to expect
The sardine run
A permanent baitball off Panagsama Beach, snorkelled straight from shore - no boat and no tour required, just the small municipal environmental user fee Moalboal collects locally in cash. Best light is usually mid-morning.
Sea turtles
Green turtles graze the seagrass beds in the same stretch of shallow water, often within fin’s reach.
Pescador Island
A short banca ride out to a marine sanctuary with walls, the “sardine cathedral”, and frequent turtle and thresher sightings for divers.
White Beach (Basdaku)
A separate, sandy swimming beach a few kilometres north of Panagsama, good for families and sunsets. There’s a small gate fee - ₱10/person, ₱20 motorbike, ₱30 small vehicle, ₱50 large vehicle - which covers parking on site.
Best time to visit
Year-round for the sardines; the driest, calmest months are roughly February to May.

- The drive is the long part of the day, not the swim. Tell us in the quote request roughly when you want to be in the water and the pickup is worked back from it, so you reach the drop-off ahead of the midday boats.
- On a day trip the car and driver wait while you are in the water; on a one-way transfer we drop you at your Moalboal hotel. If you are staying on the White Beach side rather than Panagsama, say so and the drop-off is quoted there.

Moalboal: frequently asked questions
How long is the drive from Cebu City to Moalboal?
About 2.5-3 hours by private car for the ~90 km along the south coastal road, and typically 3-4 hours by public bus because of the extra stops. Traffic leaving the city is the main variable.
Can I see the sardine run and turtles on a day trip?
Yes. With an early private departure you can snorkel the sardine run and turtles off Panagsama and still be back in the city the same evening. Many guests add a Pescador Island boat tour.
Do I need to book the sardine run?
No boat, and no tour either - you wade in off Panagsama Beach and swim out over the drop-off. It is not quite free, though, which is the part most write-ups miss: Moalboal charges a municipal environmental user fee for snorkelling in its waters under a 2021 ordinance, collected in cash at a booth on the beach or at the tourism office by the municipal hall. It is a small amount rather than a tour price, and we deliberately do not print a figure because the published amounts disagree with each other and the booth is not always staffed - carry some pesos and ask at your dive shop or hotel on the day. Gear rental, a guide and a Pescador Island banca are separate optional extras, arranged locally. None of it is part of our car quote.
How much does a private transfer to Moalboal cost?
It depends on your pickup point, group size, vehicle and whether you add stops or waiting time, so we quote each trip individually. Send us the details and we’ll reply the same day with a fixed, all-in price.
Can I swim with the sardines on the day I fly home?
Only if your last day in the water was a snorkel rather than a dive, and at Moalboal that distinction is easy to miss because the sardine run and the turtles are the same water either way. Snorkelling carries no surface interval at all, so a shore swim at Panagsama on a departure day is fine. Diving does: the Divers Alert Network guidance is a minimum 12-hour preflight surface interval after a single no-decompression dive, and at least 18 hours after multiple dives in a day or several days of diving. So a Pescador Island dive boat or a second day on the tanks means the last dive has to finish the day before you fly, while the same morning spent snorkelling the baitball does not. If you are diving, book the tanks for your second-to-last day and keep the final morning to the shore swim - you see the sardines either way.
Does a quote to Moalboal include the boat or ferry?
Moalboal is reached entirely by road, so there is no crossing to pay for. The quote is one fixed all-in price for the private vehicle, agreed in writing before you travel, and fuel, tolls, parking and any waiting time or extra stops you tell us about are inside it. What stays separate is what you would choose anyway: entrance, activity and boat fees at the places you stop, your meals and your accommodation. We do not invent activity prices, so those you pay directly on the ground.
