A falls-only visit skips all that and goes straight to the Badian entrance. From there the car stops at the highway by Matutinao church and the last 1.5 km to the level-one basin is a flat, made-up riverside path on foot, about 15 to 30 minutes each way, or a habal-habal from the gate if anyone would rather not walk it - the car does not follow you to the water either way, and you walk back out wet. That is about 5 hours of road, because the drive is 135 km and 3.5 to 4.5 hours but the city-side approach and the Mactan bridge add 30 to 45 minutes, plus the 3 to 4 hours you want inside the terminal. For a Moalboal finish, reverse the day so the falls come first and you are dropped at your hotel at the end of the afternoon; a flight the next day then runs on Moalboal’s own seven-hour rule instead.

Cebu City straight to Badian is about 120 km and 3 to 4 hours, against 2.5 to 3 hours to Moalboal plus roughly an hour south - so the two orders cost the same and put you back in the car at the same time, about 3:00 PM at Moalboal reversed against about 2:00 PM at Badian in the usual order. Moalboal is an hour closer to the airport and runs on a seven-hour rule rather than eight, which cancels the later finish exactly. Both orders open up a domestic departure from about 9:00 PM. What the reversal does change is where you can be dropped, so it is the right way round if you are staying in Moalboal rather than going back to the city. If you genuinely need an earlier flight, shorten the snorkel instead: it is a shore swim with no boat to catch and nothing booked to miss, so cutting it to about 45 minutes buys roughly an hour and moves a domestic departure to about 8:00 PM. The municipal environmental user fee applies either way, so a shorter swim saves time rather than money. The falls stop is the fixed cost and does not compress.
