Short answer

Dumaguete is the easiest place in the Philippines from which to reach the Oslob whale sharks, because Oslob sits almost straight across the water. You travel the 15 to 20 minutes from Dumaguete up to Sibulan port, cross to Liloan (Santander) on Cebu’s southern tip in about 20 to 30 minutes, then head north along the coastal highway for roughly 30 to 35 km - about 45 minutes to an hour - to Oslob. Door to door it is usually 2 to 2.5 hours allowing for the port.

The catch is the clock, not the distance. The whale-shark interaction runs early morning and stops well before midday, so anyone crossing for the day needs one of the first sailings - the Maayo Shipping RORO starts at 4:30 AM (see our verified ferry timetable), and the ferry ticket is a fixed public fare paid at the port. A private car waiting on the Cebu side at Liloan is what turns a tight morning into a relaxed one: no bus to flag down at the pier, no negotiating with a habal-habal with your bag on your lap.

What time should I leave Dumaguete?

Can we carry on into Cebu instead of returning to Dumaguete?

Yes, and it is a sensible way to arrive. Plenty of travellers cross from Dumaguete, do the whale sharks, and then continue to Moalboal (about 65-70 km on from Oslob, 2 to 2.5 hours) or north to Cebu City or Mactan airport.
