What time should I leave for Mactan-Cebu Airport to catch my flight?
Short answer
Work backwards from your flight, not forwards from your hotel, and the answer is already a number. Be inside the terminal about 3 hours before a domestic departure or about 4 before an international one, then add the road planned at its slow end. That gives the rule we use on every corridor: leave Cebu City about 4 to 4.5 hours ahead, the Busay highlands 4.5, Moalboal or Osmeña Peak 7, Oslob, Kawasan or New Maya port 8, Malapascua or the Camotes 9, and a Santa Fe hotel on Bantayan 10, each about an hour more for an international flight. From an island that usually means the last boat, not the last hour, is your real deadline, and it is the single most common way travellers misjudge Cebu.
Almost every Cebu guide, including ours, is written in one direction: how to get from the airport to the beach. The journey nobody plans is the one back, and it is the one with a deadline attached. A missed turtle swim is a shame; a missed flight is a new ticket.
This page runs the trip in reverse and does the arithmetic instead of describing it. For each place people actually stay it gives the drive, the ferry and then the number that decides the day: how many hours before your flight to be in the car. Every distance and duration below is the same researched figure we use on our route pages, and the hour rules are the sums those pages already publish, collected here so you can read your own corridor off one table rather than opening eleven pages.
Work backwards from the flight, in four steps
There is no single right answer to "what time should I leave", because it depends on where you are, whether a boat is involved and what your airline asks of you. But the method is always the same, and it takes a minute.
1. Start inside the terminal, 3 hours out domestic and 4 international
Plan to be inside the terminal about 3 hours before a domestic departure and about 4 before an international one. That is the anchor every figure on this page is counted back from, and it is not padding: airline counters close ahead of the flight, typically around 45 minutes domestic and 60 international, so the cut-off on your own booking is the hard deadline and those 3 or 4 hours are what get you to it with the bag dropped. Check the exact cut-off on your booking, because it differs by airline and by whether you have a checked bag.
2. Subtract the road at its slow end, not its quick one
Use the upper figure in the table below, and for the long southern and northern corridors add the 30 to 45 minutes that the Mandaue approach and the bridge onto Mactan take on top of the open highway. That is why our route pages plan Moalboal at about 4 hours rather than 3 to 3.5, Oslob at 4.5 and Kawasan or New Maya at 5. The slow end is the planning number on departure day; the quick end is what you get on a good day and cannot book on.
3. Subtract the crossing, and the wait for it
If you are on Bantayan, Malapascua, the Camotes, Siquijor or in Dumaguete, the boat is not just its sailing time: we plan an hour for ferry check-in on the RORO crossings, and the island-side hop to the port sits in front of that again. Worse, the sailing you want may be the only useful one that day, so on those corridors you pick the boat by the arithmetic and the flight follows, not the other way round.
4. Read the answer off the table, then sanity-check the boat
Steps 1 to 3 are already done for every corridor we serve, in the table below: one number per starting point, counted from the car or the hotel door. Do the sum yourself only to check it against your own boat: on the island corridors the last useful sailing, not the hour, is what actually decides whether the flight is catchable that day.
What time to leave, corridor by corridor
These are the same corridor timings as our route pages, read in the return direction, with the sum already done. Each heading gives the drive; the sentence after it gives the number that actually matters: how long before your flight to be in the car, counted back through the road at its slow end and the 3 hours you want inside the terminal. Add about an hour to every figure for an international departure, because the terminal anchor moves from 3 hours to 4.
Three corridors deliberately have no single hour on them, and they are the ones where a boat timetable we do not hold would have to be guessed at: Bohol, Dumaguete and Siquijor. Their route pages give the sum per sailing instead. Where we say “about”, it is rounded from our own published drive figures, not from an operator promise.
Cebu City, Mandaue and IT Park - 30-60 minutes drive, leave about 4-4.5 hours ahead
Short in distance (~13-15 km) and unreliable in time: 30-45 minutes off-peak, but 60-90 in weekday morning and late-afternoon traffic through Mandaue and over the bridges. So the honest pickup is 4 hours before a domestic flight on a clear run and 4.5 in peak, about an hour more international. An early-morning departure is often the easier drive than a mid-morning one.
Cebu highlands (Temple of Leah, Sirao, Tops) - 45-60 minutes drive, leave about 4.5 hours ahead
About 20-25 km, all of it downhill into the city and then across to Mactan, so the peak-traffic margin lands on the end of the run. Leave your last highland stop about 4.5 hours before a domestic flight and about 5.5 before an international one. The Busay loop is roughly a 4-hour half day, which is why it fits in front of an afternoon departure and not a morning one.
Simala Shrine and Carcar - 1.5-2.5 hours drive, leave about 5.5-6 hours ahead
Carcar is about 50 km and 1.5-2 hours; Simala about 65 km and 2-2.5 hours up the coastal highway from Sibonga. Take the top of each, add the city-side and bridge margin, then the 3 hours in the terminal: about 5.5 hours ahead from Carcar and about 6 from Simala for a domestic flight, an hour more international. A morning shrine visit finishes comfortably in front of an evening departure.
Moalboal - 3-3.5 hours drive, leave about 7 hours ahead
About 100 km back over the mountain road or up the west coast, but plan it at 4 hours, because the city-side approach and the Mactan bridge add 30-45 minutes to the open highway. Plus the 3 in the terminal, that is the seven-hour rule: leave Moalboal about 7 hours before a domestic flight and about 8 before an international one.
Osmeña Peak (Dalaguete) - 3-3.5 hours drive, leave about 7 hours ahead
About 110 km, planned at 4 hours with the city-side approach and bridge in. Seven and eight: be in the car at Mantalongon about 7 hours before a domestic departure and about 8 before an international one. Counting from the summit rather than the car, add about half an hour for the walk down, or an hour if the vehicle is parked at the market, which is why a sunrise hike clears an afternoon flight and not a morning one.
Oslob - 3.5-4 hours drive, leave about 8 hours ahead (Sumilon: 8.5 from the island)
About 125 km up the east coast, planned at 4.5 hours through Mandaue and onto Mactan. The eight-hour rule: leave Oslob about 8 hours before a domestic flight and about 9 before an international one. The whale-shark interaction opens at 6:00 AM and takes about 30 minutes on the water, so an early swim clears an afternoon departure easily. Sumilon adds the Bluewater boat in front: allow about 8.5 hours from the island domestic, which makes the 9:00 AM return the earliest useful one and the 3:00 PM the last one a day-use pass covers.
Kawasan Falls and Badian - 3.5-4.5 hours drive, leave about 8 hours ahead
About 135 km, the longest single drive on the list without a boat, and planned at 5 hours because the stretch past Cebu City and over the bridge is the slow part. The eight-hour rule again: leave Badian about 8 hours before a domestic flight and about 9 before an international one. The canyoneering descent is 3-4 hours in the water and finishes at Kawasan by early afternoon on a morning start, so a same-day flight works from roughly 8:00 PM domestic and not before. Stopping at Moalboal on the way hands over to Moalboal’s own seven-hour rule.
Bantayan Island - 1-1.5 hr ferry then 4-4.5 hours by road, leave your hotel about 10 hours ahead
The Santa Fe to Hagnaya crossing, then about 140 km down the island planned at 5 hours. The ten-hour rule: leave your Santa Fe hotel about 10 hours before a domestic flight and about 11 before an international one: roughly 1.5 hours of ferry and port, 5 hours of road, plus the 3 in the terminal. Put another way, you want to be off the boat at Hagnaya about 8 hours before a domestic departure. The RORO board shifts with the tide, so pick the sailing by that sum rather than by habit, and note that a 9:00 AM domestic departure would need a crossing around midnight, which does not exist: that flight is a night on the mainland first.
Malapascua - ~30-40 min boat then 4.5-5 hours by road, leave the island about 9 hours ahead
The outrigger from Malapascua to New Maya port, then about 145 km south planned at 5 hours. The nine-hour rule: leave the island about 9 hours before a domestic flight and about 10 before an international one: roughly an hour for the boat and its wait, 5 of road, 3 in the terminal. From the pier itself it is eight and nine: be in the car at New Maya port about 8 hours before a domestic departure. The outriggers do not run in the small hours and leave when they fill, and these bancas are the most weather-sensitive link on this page, so anything before mid-afternoon means crossing to the mainland the day before.
Camotes Islands - 2-2.5 hr ferry then 45 min-1.5 hours by road, leave your stay about 9 hours ahead
The RORO into Danao port, then 30-40 km south planned at 1.5 hours. Here the ferry, not the drive, is the constraint, and there are only four sailings from Consuelo: 5:30 AM, 8:30 AM, 2:30 PM and 5:30 PM. A sailing serves a domestic flight about 7 hours later and an international one about 8, so the 5:30 AM covers a departure from about 12:30 PM, the 8:30 AM from about 3:30 PM and the 2:30 PM from about 9:30 PM, the last realistic one for a same-day flight. Counting the island-side hop to Consuelo and the hour we plan for ferry check-in, that is about 9 hours from the door of your stay domestic and 10 international, and in the car at Danao about 4.5 hours before the flight - the 3 you want inside the terminal plus the 1.5 of road. The six-hour hole between the 8:30 AM and the 2:30 PM is what catches people out: a missed boat here costs six hours, not one.
Dumaguete and Negros - ~20-30 min crossing, then 4-5 hours by road
The Sibulan-Liloan crossing into south Cebu, then about 165 km north from Liloan port. This one we deliberately do not reduce to a single hour: the crossing is short, but its nine daily boats sit three hours apart through the middle of the day and the Negros-side leg to Sibulan varies by where you are staying, so the route page does the sum from your own ferry instead. Plan the Cebu-side road at the top of its range and treat the boat as the easy part. Siquijor adds a second, far less frequent crossing in front of it (a handful of sailings a day) and that boat, not the road, is what sets the flight you can catch.
Bohol - ~2 hr fast ferry, then 30-45 minutes by road
An OceanJet fastcraft from Tagbilaran to Cebu City Pier 1, about 2 hours, then roughly 15 km out to the terminal. That last leg is the one figure on this page with two honest versions: 30 to 45 minutes on a clear road, but our own pier page plans the same bridges at 60 to 90 minutes on a weekday, so the sum moves by the best part of an hour depending on the day. We publish both rather than average them, and the route page does the arithmetic per sailing, because the boat board is what decides which flight is reachable.
The last-boat trap, and why it decides your whole plan
On the mainland a late start costs you comfort. On an island it can cost you the flight, because the crossing runs to someone else's timetable. The table above gives you the sailing to aim for: off the boat at Hagnaya about 8 hours before a domestic departure for Bantayan, in the car at New Maya about 8 hours before for Malapascua, and for the Camotes a Consuelo sailing serves a flight about 7 hours later domestic and 8 international, which makes the 2:30 PM the last realistic one of the day and puts the earliest reachable domestic departure at about 12:30 PM. Then check what happens if it is cancelled. In rough weather the small boats to Malapascua are the first to stop, and a cancelled crossing has no later alternative that day.
The practical answer for Bantayan, Malapascua and the Camotes is usually the unglamorous one: come back to the Cebu mainland the day before your flight and spend that last night in Cebu City or on Mactan. It turns a five-hour dash with a boat in the middle into a 30-60 minute drive, and it is what we quote most often for island stays with an early departure.
The Liloan-Sibulan crossing between south Cebu and Dumaguete is the exception that makes the return easy: it is a RORO ferry running nine sailings a day from 4:30 AM to 10:30 PM, so the boat is rarely the binding constraint. The Mactan bridges: the bit everyone underestimates
Mactan-Cebu International Airport is not in Cebu City. It sits on Mactan Island, joined to the mainland by two bridges, and every vehicle heading to the airport from anywhere on Cebu funnels over one of them. At peak hours that final few kilometres can take as long as the twenty before it.
This is why the same journey is quoted as "30 to 60 minutes" from Cebu City rather than a single number, and why a driver who does the route weekly will suggest leaving earlier than a map app does. Once you are across, the two terminals are separate buildings: Terminal 1 for domestic flights, Terminal 2 for international, so tell your driver which one you need before you set off.
Why the return leg is worth booking, not winging
Getting out to the beach is forgiving: if the drive runs long, you arrive later and the day carries on. The return leg has a hard stop, and it is also the leg where the local options thin out. Buses back from the south run to their own schedule and fill up, the last island boats leave earlier than people expect, and hailing a ride at 4 AM in Moalboal is not a plan.

Both boats are weather-dependent with no later alternative if a sailing is cancelled, so for anything before mid-afternoon the answer is to return to the mainland the day before.
How long after diving can I fly out of Cebu?
Divers also owe a surface interval before flying, and it is the one thing on this page that moves the day rather than the hour: the Divers Alert Network guidance is a minimum 12-hour preflight surface interval after a single no-decompression dive, and at least 18 hours after multiple dives in a day or several days of diving. Off Moalboal or Malapascua that means the last dive belongs the day before the flight, so the last dive is planned around the flight, not the other way round. Snorkelling is not the same thing and carries no interval, which is why a morning on the Moalboal sardine run can sit on a departure day quite happily when a dive cannot.
