2. Subtract the drive back
Use the figures in the table below. They are door-to-airport by private car, and they already assume normal traffic rather than a clear road.
3. Subtract the crossing, and the wait for it
If you are on Bantayan, Malapascua, the Camotes, Siquijor or in Dumaguete, the boat is not just its sailing time. You have to be at the port before it leaves, and the sailing you want may be the only useful one that morning.
4. Add a buffer for Mactan
The airport is on a separate island, reached by the Marcelo Fernan and Mandaue-Mactan bridges. That short final stretch is the least predictable part of the whole trip and the reason an otherwise sensible plan goes wrong.
How long it takes to get back to the airport

Cebu City, Mandaue and IT Park - 30-60 minutes
Short in distance (~13-15 km) and unreliable in time. Peak-hour traffic through Mandaue and over the bridges is what stretches it, so an early-morning flight is often an easier drive than a mid-morning one.
Cebu highlands (Temple of Leah, Sirao, Tops) - 45-60 minutes
About 20-25 km, all of it downhill into the city and then across to Mactan. Popular as a last morning before an afternoon flight.
Simala Shrine and Carcar - 2-2.5 hours
Around 65 km up the coastal highway from Sibonga. Carcar sits about 40 km from Cebu City and is a natural place to break the drive north.
Moalboal - 3-3.5 hours
About 100 km back over the mountain road or up the west coast. Divers should also leave a surface interval before flying, so plan the last dive around the flight, not the other way round.
Osmeña Peak (Dalaguete) - 3-3.5 hours
About 110 km, and the descent from the peak to the highway comes before any of it. A sunrise hike and a same-day afternoon flight is tight but doable; a morning flight is not.
Oslob and Sumilon - 3.5-4 hours
About 125 km up the east coast. Whale-shark watching finishes in the morning, which is exactly why an afternoon or evening flight suits Oslob and a morning one does not.
Kawasan Falls and Badian - 3.5-4.5 hours
About 135 km, the longest single drive on the list without a boat. Canyoneering finishes wet and late in the morning, so build in changing and drying time as well.
Bantayan Island - 1-1.5 hr ferry, then 4-4.5 hours by road
The Santa Fe to Hagnaya crossing, then about 140 km down the island. The two legs together are the longest return in Cebu and the one most often left too late.
Malapascua - ~30-40 min boat, then 4.5-5 hours by road
The boat from Malapascua to Maya port, then about 145 km south. Small bancas are also the most weather-sensitive link on this page.
Camotes Islands - 2-2.5 hr ferry, then 45 min-1.5 hours by road
The ferry into Danao port, then a comparatively short drive south to Mactan. Here the ferry, not the drive, is the constraint.
Dumaguete and Negros - ~20-30 min crossing, then 4-5 hours by road
The fast craft or the Sibulan-Liloan ferry into south Cebu, then about 165 km north. Siquijor adds a second crossing before that one.
The last-boat trap, and why it decides your whole plan
On the mainland a late start costs you comfort. On an island it can cost you the flight, because the crossing runs to someone else's timetable. Work out the last sailing that still leaves you enough road time, then check what happens if it is cancelled — in rough weather the small boats to Malapascua are the first to stop, and a cancelled crossing has no later alternative that day.
The practical answer for Bantayan, Malapascua and the Camotes is usually the unglamorous one: come back to the Cebu mainland the day before your flight and spend that last night in Cebu City or on Mactan. It turns a five-hour dash with a boat in the middle into a 30-60 minute drive, and it is what we quote most often for island stays with an early departure.
The Liloan-Sibulan crossing between south Cebu and Dumaguete is the exception that makes the return easy: it is a RORO ferry running nine sailings a day from 4:30 AM to 10:30 PM, so the boat is rarely the binding constraint — the 4-5 hour drive north from Liloan is. The Mactan bridges: the bit everyone underestimates
Mactan-Cebu International Airport is not in Cebu City. It sits on Mactan Island, joined to the mainland by two bridges, and every vehicle heading to the airport from anywhere on Cebu funnels over one of them. At peak hours that final few kilometres can take as long as the twenty before it.
This is why the same journey is quoted as "30 to 60 minutes" from Cebu City rather than a single number, and why a driver who does the route weekly will suggest leaving earlier than a map app does. Once you are across, the two terminals are separate buildings — Terminal 1 for domestic flights, Terminal 2 for international — so tell your driver which one you need before you set off.
Why the return leg is worth booking, not winging
Getting out to the beach is forgiving: if the drive runs long, you arrive later and the day carries on. The return leg has a hard stop, and it is also the leg where the local options thin out. Buses back from the south run to their own schedule and fill up, the last island boats leave earlier than people expect, and hailing a ride at 4 AM in Moalboal is not a plan.
