Short answer
Cebu City's passenger piers all sit together in the North Reclamation Area on the city's eastern waterfront, part of the Port of Cebu run by the Cebu Port Authority, and your ticket names which pier your sailing uses. From there you are already in Cebu City, so the onward journey is the same road leg as any Cebu City transfer: about 11 to 15 km and 30 to 60 minutes to Mactan-Cebu Airport, roughly 40 km and 1 to 1.5 hours to Carcar, about 90 km and 2.5 to 3 hours to Moalboal, and around 117 km and 3 to 3.5 hours to Oslob. Plenty of people reach Cebu by sea rather than by air: a fast ferry across from Bohol, an overnight boat up from Mindanao, an inter-island sailing from Leyte or Negros. Where the ferries actually dock
Cebu City's passenger piers are not scattered around the coast. They sit side by side in the North Reclamation Area, on the city's eastern waterfront facing the Mactan Channel, as part of the Port of Cebu run by the Cebu Port Authority. The domestic port there has three piers and three passenger terminals handling inter-island trips, so whichever operator you sailed with, you come ashore within the same compact port district a few minutes from downtown Cebu City.
Which pier you use depends on your operator and your crossing, and it is printed on your ticket or boarding pass rather than fixed by destination. The fast ferries to and from Tagbilaran on Bohol, the busiest tourist crossing, work out of Pier 1, and the crossing itself takes about two hours. If you are being collected, the pier number is the one detail worth passing on in advance, because the terminals are separate buildings within the port.
How far you still have to go, from the pier
The piers are inside Cebu City, so the road leg from the boat is the same corridor timing as any Cebu City departure. These are the figures from our route pages, and the upper end of each range is the one to plan around if you have anything time-sensitive at the other end.
Mactan-Cebu Airport - 30 to 60 minutes
About 11 to 15 km across the Mactan bridges. Short in distance and unpredictable in time, so if you are connecting from a ferry straight onto a flight, leave the bridges a proper buffer.
Cebu City hotels, IT Park and Mandaue - 15 to 40 minutes
You are already in the city. Most hotel districts are a short hop from the port, which is why a ferry arrival plus a private car is often the calmest arrival in Cebu.
Cebu highlands: Temple of Leah, Sirao, Tops - 30 to 45 minutes
Roughly 8 to 15 km of climbing above the city. A good half day if your onward ferry or flight is not until the evening.
Carcar - 1 to 1.5 hours
About 40 km south down the coastal highway, the heritage and lechon stop most southbound drives break at.
Simala Shrine (Sibonga) - 1.5 to 2 hours
About 55 km south. Easy to pair with Carcar on the way further down the island.
Moalboal - 2.5 to 3 hours
About 90 km south-west to the sardine run and Panagsama Beach, the most common onward leg for divers arriving by sea.
Oslob and Sumilon - 3 to 3.5 hours
About 117 to 120 km down the east coast for the whale sharks. Morning swims mean an early start from the city, so an overnight boat arrival actually suits this one well.
Kawasan Falls and Badian - 3 to 4 hours
About 120 km south-west for canyoneering, usually booked as an early start the following morning rather than the same day you land.
Hagnaya Port for Bantayan - 3 to 4 hours
About 125 km north to the port, then a ferry of roughly 1 to 1.5 hours across to Santa Fe.
Maya Port for Malapascua - 4 to 4.5 hours
About 133 km to the top of the island, then a boat of around 30 minutes. The last boats go earlier than people expect, so a late ferry arrival usually means a night in the city first.
Straight off the boat and into the car
A working port is a busy place to land. Passengers, porters and vehicles all come off together, the terminals sit apart from each other, and the first thing most people want after a crossing is simply to stop carrying their bags. Being met removes all of it: your driver waits at the terminal with your name on a board, takes the luggage, and you leave.
You can also take a taxi or a ride-hailing car from the port area, and plenty of people do. The trade-off is doing the negotiating and the waiting yourself, right after a sailing, with your bags in hand and no price agreed in advance. If your onward trip is a flight
Ferry to flight on the same day is common and entirely doable, but it is the one combination worth planning properly. The airport is not in Cebu City: it sits on Mactan Island, reached by the Marcelo Fernan and Mandaue-Mactan bridges, and that final stretch is the least predictable part of the trip at peak hours.
Work backwards from your airline's check-in cut-off rather than forwards from the pier, and allow the upper end of the 30 to 60 minute range. Terminal 1 handles domestic flights and Terminal 2 international, so tell your driver which one you need before you set off.
