Moalboal and Oslob sit on opposite coasts of Cebu’s southern tip, so the trip runs south down the west coast to Bato, rounds the bottom of the island and comes back up the east side to Oslob. It’s about 65-70 km and roughly 2 to 2.5 hours by private car door-to-door. It does not go anywhere near Cebu City, which is the assumption that makes people budget a whole day for it.

This is the direction where the clock matters. The whale-shark interaction runs in the early morning at Barangay Tan-awan, a few kilometres south of Oslob town, so the pickup time is set by the interaction rather than by the drive. Working backwards from a 2 to 2.5 hour road leg, a pickup at your Panagsama or White Beach hotel at around 4 am puts you at Tan-awan soon after it opens, when the water is calmest and the queue is shortest. Leave after breakfast and you arrive to the busiest part of the morning, or to a closed interaction.

By public transport there is no single direct bus. You flag a southbound “Bato via Barili” Ceres bus at the Moalboal junction, change at Bato to a “Bato via Oslob” service up the east coast, and it drops you on the highway rather than at the interaction beach. With the change and the waits that is 3-4 hours, and the first services do not line up with a pre-dawn start at all - which is why almost everyone doing the whale sharks out of Moalboal books a private transfer instead.

    From Bato the road turns through Santander and runs north-east along the coast towards Oslob. A private car carries straight through; by bus this is where you change.
