Do I need to overnight in Cebu before an early flight?
For anything before about 1:00 PM, yes, and we would rather say so than sell you a plan we would not fly on ourselves. The first sailing of the day is 4:30 AM, which already means leaving a Dumaguete hotel around 4:00 AM, and 8.5 hours on top of that first boat only reaches a domestic departure from about 1:00 PM (about 2:00 PM international). So a morning or lunchtime flight is not a same-day trip from Dumaguete: sleep in Cebu the night before, or fly out of Dumaguete-Sibulan instead. From about 1:00 PM onwards the same-day plan works, and the later your flight the more slack you have.

Do you have child seats, and do I need to ask in advance?

Philippine law (RA 11229) sets the requirement by height rather than age: a child needs a restraint until they reach 150 cm, and the seat has to suit their age, height and weight, so one generic seat does not cover a family of different sizes. It also changes which vehicle meets you, because a child seat occupies a seat and a folded stroller travels as luggage - a family of four with two seats and a pushchair wants a van rather than a sedan even though it is only four people.
