How do I do a Cebu City tour, and see Temple of Leah, Sirao and Tops in one day?

Short answer

The classic Cebu City tour pairs the historic downtown with the Busay highlands just above it, and it works best as a single private car loop because the highland sights sit on steep, winding roads with no direct public transport between them. In one relaxed day you can take in the grand Temple of Leah, the terraced Sirao flower garden and the Tops ridge lookout up top, then drop into the old city for Magellan’s Cross, the Basilica del Santo Niño and Fort San Pedro. The Busay highlands begin only about 30 to 45 minutes up from the city centre, and roughly 45 to 60 minutes from Mactan airport.

With a private car and driver you set the order and pace: many travellers do the cool highland loop in the morning, break at one of the view cafés on the Busay road, then come back down to the heritage core in the afternoon, or flip it and time the Tops lookout for sunset over the city and Mactan. Your driver handles the steep hairpins and the downtown one-way streets while you just enjoy the stops. It is the easiest way for a first-time visitor, or an arriving family, to see the best of Cebu City without juggling taxis and jeepneys.

Yes, easily. They sit close together along the Busay highland roads just above Cebu City, about 30 to 45 minutes up from the centre, and make a natural loop. Because there is no direct public transport between them, a private car is the practical way to link all three, plus the old city, at your own pace in a single day.

What does the quote cover, and what do I pay locally?

Should I do the highlands at sunset?

It is well worth it. Tops and several view cafés look straight over the city lights and Mactan, so many travellers run the old city first and finish up top for sunset, then get driven safely back down after dark. With a private car we simply time the day around whichever you prefer.

Is this a good tour straight from the airport?

Yes. The highlands are only about 45 to 60 minutes from Mactan airport and downtown Cebu is a little closer, so it is an easy first day for arriving travellers. We can start from the airport or your hotel, and finish with a drop-off wherever you are staying.

How long is the day, and can I make it shorter?

A full loop of the highlands and the old city is a comfortable 8 to 9 hour day. If you have less time, we can do a shorter half-day, just the Busay highlands (Temple of Leah, Sirao and Tops) or just the heritage core. Tell us how long you have and we shape the day to fit.

Is it a group tour or just us?

The car is private, just your party, one vehicle and one driver for the day. A sedan suits up to about 3 to 4 travellers; a van suits a family or small group. Tell us your group size and we quote the right vehicle.
